In order to realize a building that is functional and does not violate harmony with the environment, the reliability of the building must be guaranteed in terms of safety, health, comfort, and convenience.
This is confirmed by PP No. 36 of 2005 concerning Implementing Regulations of Law no. 28 of 2002 concerning Buildings, Article 26 paragraph (1). This provision states that the reliability of a building is a condition of a building that meets the requirements for safety, health, comfort, and convenience of a building, according to its specified function.
Don’t Have SLF yet
Allegedly, in several cities and regencies there are factory buildings and warehouses that have been identified as not meeting the building reliability requirements as evidenced by the ownership of a Function-worthy Certificate (SLF).
Building SLF is issued on the basis of the owner’s request for all or part of the building which is adjusted to the results of the inspection of the function of the building.
Meanwhile, factory and warehouse buildings are basically buildings with unique functions, namely related to the functions of production and storage of goods. Therefore, the technical study can be different from other buildings.
Findings in the Field
Problems that are often found in technical studies of factories and buildings include the location of the emergency exit which is less informative, there is no air ventilation, the room is not comfortable, the toilet door is damaged, the condition of the room is poorly maintained, the exit door is blocked by the goods rack, and so on.
Actually, in the technical assessment of buildings, finding damage is commonplace, and there is no need to worry. The important thing is that there are anticipatory solutions.
However, what is certain is that in terms of technical assessments for factory and warehouse buildings, a team of reviewers who are experts in conducting analysis are needed, so that the reliability of the building is truly guaranteed in terms of safety, health, comfort, and convenience. (*)
