Supervision of Building Utilization After SLF Issuance

Function Feasibility Certificate is an official document issued by the regional government, except for special function buildings by the central government, in order to ensure the feasibility of functioning as a condition for the use of the building to be carried out.

Juridically, SLF also guarantees the security, comfort, and safety of building users when they are inside the building concerned.

Length of the Issuance Process

Issuance or extension of the SLF is a process that is the responsibility of the local government, and is carried out within a maximum period of 3 (three) working days, starting from the receipt of the complete SLF Application document, until the issuance or extension of the SLF.

If the SLF application is returned to the applicant, the time period for the SLF issuance or renewal process is recalculated from the beginning.

Please note, SLF is given for a single building system, which entirely includes:

  1. the architectural unity of the Building;
  2. unity of the structure and construction of the building; and
  3. utility unit/building installation.

Even so, so that the legality of the use of the building is maintained, SLF can be granted for a single building system that exists in an area or collection of buildings, which include:

  1. horizontally separated buildings, and each of which has a unitary building system independently;
  2. each building unit which is part of a collection of Buildings in 1 (one) lot/plot with the same ownership; and/or
  3. each building unit that has the status of function-worthy, as part of a collection of buildings that are built collectively, in a certain area that has been equipped with infrastructure, facilities, and utilities/public installations.

Owners, users, or building users who have completed the process of submitting and issuing or extending the SLF, will get:

  1. SLF documents;
  2. attachment of SLF documents; and
  3. SLF labels.

After the SLF is published, it certainly doesn’t mean that the owner can use the building as he pleases. The reason is, after the issuance of the SLF, the local government will supervise the use of the building.

If a violation of building utilization is found, the owner, manager or user of the building may be subject to administrative sanctions and/or other sanctions in accordance with the provisions of the legislation. (*)
